The Housing Authority of the City of Franklin has issued a Request for Proposals (RFP) seeking qualified legal professionals or firms to serve as Solicitor for the period of January 1, 2026 through December 31, 2028, with an optional one-year extension. The selected Solicitor will provide ongoing legal counsel and representation to the Authority, attend monthly and special board meetings, and offer timely guidance on various operational matters.

Eligible applicants must be licensed in Pennsylvania, have at least five years of experience representing public entities, and demonstrate expertise in housing authority operations. Proposals will be evaluated based on qualifications, relevant experience, responsiveness, and proposed hourly rates.

Submissions are due by 2:00 PM on November 6, 2025 at the Authority’s office, located at 1212 Chestnut Street, Franklin, PA 16323.

PUBLIC NOTICE Pursuant to the provisions of the Sunshine Act of 1985, Act No. 84 of 1986 of the General Assembly of the Commonwealth of Pennsylvania, enacted June 20, 1986 and effective January 3, 1987.

Notice is given that the 2025 regular meetings of the Housing Authority of the City of Franklin will be held at 9:00 a.m. in the Conference Room at FICDA, 191 Howard St., Franklin, PA 16323. All meetings will be held the 4th Wednesday of the month with the exception of November which will be held Nov. 19. Further, there will be no meetings in July or December. The annual meeting will be held on January 22, 2025 at 9:00 at the FICDA conference room.

THE HOUSING AUTHORITY OF THE CITY OF FRANKLIN

REQUEST FOR PROPOSALS: LEGAL SERVICES/SOLICITOR

 

On this date, October 9, 2025, the Housing Authority of the City of Franklin(FHA) solicits and requests proposals from qualified law firms or attorneys to provide legal services as described in full solicitation package. FHA urge all interested respondents to carefully review the requirements and specifications of this RFP. Written proposals containing the requested information will serve as the primary basis for final selection. Any Minority Business Enterprises respondent should state such status specifically. Proposals from Women’s Business Enterprises and Minority Business Enterprises are encouraged.

 The selected Respondent will be prepared to provide services as required and when requested for the following scope of services:

  • Render legal services of any nature and
  • Render advice to the Executive Director and Housing Authority Board concerning the activities of FHA.
  • Attend Housing Authority Board meetings and any special meetings as
  • Representation in litigation in any state or federal courts and before any administrative body wherein FHA requires representation.
  • Representation in eviction proceedings as
  • Perform other related tasks as

 The respondent must have knowledge and understanding of ADA, Section 504, construction contracting, housing development, 24 CFR 966 & 982, Uniform Relocation Act, etc. Experience in landlord-tenant law is required. All work in this contract must adhere to the appropriate federal, state, and local regulations, including Section 3 of the Housing and Urban Development Act of 1968 as amended.

Proposals must be labeled “RFP for Legal Services.” An original and one copy of the proposal must be received not later than 2:00 p.m. (EDT) on November 6, 2025.

 

Proposals sent by U.S. Mail, Overnight Delivery, Federal Express, or similar carriers must be packaged and addressed and marked as above, in a sealed envelope inside the courier’s envelope. Proposals received prior to the time set forth in this paragraph will be kept unopened until the time set for opening.
